Ci�y Council Regular Meeting — 06/20/05 <br />DRAFT Mi�zutes - Page 34 <br />Ayes: Schraeder; Masehka and Klausing. <br />Nays: Kough and Ihlan. <br />[12.2] Consider Vacation of certain PubIic Easements <br />and Righ�s-of-Way in Twin Lakes Phase I <br />Schroeder moved, Maschka seconded, adoption of <br />Resolution No. 14318 entitled, "A Re,solution Approving <br />the Vacation of Certain Public Righ�s-af-Way and <br />Easements on Paroperty Withm Twin Lakes Phase I(PF <br />3595)." <br />Counci�member Ihlan addressed her concems related to the <br />June 20, 20QS staf� report and mitigation plan as subznitted; <br />traffic impacts; levels above the AUAR in Phase I only; <br />passible conversion to cul-de-sacs; regional �rafific system <br />impacts; and opined that the Council majority was acting <br />i�aresponsibly. <br />Roll Cal� [12.2 - Vacations] <br />Ayes: Sc�z-oeder; Maschka and Klausing. <br />Nays: Kough and Ihlan. <br />��2.3] Consider a Plat for Twin Lakes Phase I <br />Schroeder moved, Maschka seconded, approval of the Final <br />Plat of Twin Lakes, creating public roads, trails, pond <br />improvemenis, one office lot, 8 retail iots, and 7 residential <br />lats. The effective date of recording will occur only after <br />all approvals and land sale have been completed and the <br />vacatians have been recorded." <br />Discussion included approval af final plat or plat changes <br />while in the midst of ownership transitions and various <br />optians. <br />Councilmember Ihlan �poke against the mo�ion, apining <br />that it was premature given �he land was �ot under <br />ownership by the developer at this time; that it daesn't <br />camply wiih the City's shoreland ordinance. <br />Discussion included staff s clarification of previous <br />miscommunicatian as to shoreland managem�nt ordinance <br />languag�, interpretations and management of said <br />Resolution 10318 <br />Vacation Public <br />Easements and <br />Rights-pf-Way in <br />Twin Lakes Phase � <br />Plat for Twin Lakes <br />Phase I <br />
