�,� E� i� �l�='F..� <br />L Transportation and Traffic Issues (Public Works) <br />At nearly every meeting, participants raised issues that related to transportation and traffic. In <br />some cases, issues were very specific to street segments and/or intersections. In other cases, <br />general observations were made. <br />• Participants reported an overall increase in traffic on residential as well as through streets. <br />This increase was often attributed to new, lugher-density development and to the increase <br />in single-family houses now being rented to college students. <br />• Public transit service was mentioned at several meetings. Participants expressed an <br />interest in sustaining current levels af service in the form of the Circulator and Transit <br />Transfer Stations at Rosedale Mall. They also expressed interest in planning for <br />expanding direct bus service to the downtown ofSt. Paul and Minneapolis and for <br />bringing Bus Rapid Transit or Light Rail to Roseville. One senior requested a map that <br />consolidates all transit service routes (private or public) be put on one map and inade <br />available to the public, especially seniors who will be needing to give up driving. <br />• Participants reported speeding on througll streets and on residential streets that are used <br />as short-cuts to through streets or freeways or as connectors when there is a break in the <br />through street network. Enforcementof speed limits is needed. (Examples: Old Hwy. 8, <br />Country Road D, Josephine Road/Co�nty Road C2} <br />• Participants observed a need far improved traffic management in the form of traffic lights, <br />acceleration lanes, stop signs, turn lanes, or direction signage. (Examples: Snelling and <br />Harnline, Terrace and Pascal, �airview and Maple Lane) <br />■ County Road B needs either maintenance ar improvements to alleviate dangerous driving <br />conditions. The proposed closing of the intersection � County Road B and Hwy 280 <br />received mixed support from participants of the South East Meeting. While most <br />opposed the closing, a few participants indicated that they supported they action. <br />• Pedestrian facilities need improvement in several areas. Participants singled out Snelling <br />Avenue in the area of Har Mar Mall, streets surrounding I�osedale Mall, South Lake <br />Owasso, Victoria Street, and Josephine Road. <br />2. Parks and Recreation and Open Space <br />Parks were consistently mentioned as a valued neighborhood asset. Participants specifically <br />mentioned the importance of parks to their neighborhoods and sometimes documented that <br />importance with the number af daily users. The importance that participants placed on parks <br />prompted them to urge making funding available to maintain all parks on a regular basis — <br />whether recently renovated or not, to provide sufficient funding to remove graffiti or repair <br />equipment damaged by vandalism, and to refurbish parks more frequently. Parks used as <br />examples include: Villa Park, Applewood Park, Cottontail Park, and Central Park. Participants <br />also urged that park regulations be enforced, particularly with respect to hours.
