Dcar#rdcni ,rMk$f:
 -
.
REQUEST FOR COUNCIL ACTION
Manager Reviewed:
' ''
DATE: 07/ 13/OS
ITEM: 2.
Agenda Section:
Item Description: Discussion of Potential Joint Powers Agreement for Engineering Services
with the Cities of Falcon Heights and Arden Hills
Background:
City staff was approached separately in 2004 by the cities of Arden Hills and Falcon Heights
regarding the possibility of Roseville providing some level of engineering services for their
communities. We have had several discussions with staff from both cities regarding the level
and nature of the services desired. Both communities prsntly contract out to local consultants
all of their engineering needs. While their basic needs are being met by their consultants, their
staff, and in the case of Arden Hills, their Council, has a desire to have a staff inember to
coordinate engineering projects with consultants and respond to resident concerns and problems
relating to public works issues. Arden Hills wishes to have an engineer office in their city hall on
a part time basis, Falcon heights does not. Neither city feels it has the workload to support a full-
time staff person on their own and, at this time, possibly less than a full time staff position
combined. They are also limited in ability to hire a part-time position to fill this need.
The questions posed to Roseville are can we provide the desired level of engineering services to
their communities and how could we make that happen. We have explored how this could
happen and become win-win for all involved. It would require an additional engineer position
being created to accommodate the additional workload. The benefit to each community would
be the availability of a full-service engineering department to meet their communities' needs at a
cost that is less than the cost of those services as now provided.
We will outline for the Council at your work session the needs of each community, the details of
the discussions with each to date, and how this can benefit Roseville byreading the cost of our
Engineering Division overhead to a larger base. We will be seeking your direction as to whether
staff should continue these discussions with Falcon Heights and Arden Hills and work out details
of a Joint Powers Agreement that would allow the providing of certain engineering services.
Recommended Council Action:
Direction to staff on whether to proceed toward a Joint Powers Agreement for engineering
services.
Prepared By: Duane Schwartz
