I The Council is invited to listen, review and provide feedback regarding the draft <br />report, findings and action steps resulting from the HRA Neighborhood Enhancement <br />Process in March, April and May 2005. <br />L.� The HRA is very interested in working through the possible action steps <br />collaborativelywith the City Council as most of the action items include a budget <br />impact which ultimately is the decision of the Council to support and fund. <br />?.r� Background <br />�. I In the fall of 2004, the HRA, after hearing from the City Council, developed a process to <br />evaluate a Neighborhood Enhancement Program. Beginning in November 2004 the <br />HRA conducted an educational process to learn about the issues as well as programs that <br />other communities have implemented to address housing and neighborhood concerns. In <br />February 2005, the HRA approved a series of neighborhood and business meetings to <br />review and discuss neighborhood housing issues throughout the community. <br />".? As part of the Neighborhood meeting process, the HRA hired Barbara Raye and Carol <br />Swenson of the Center for Policy, Planning and Performance (CPPP) to facilitate and <br />then summarize the findings from each meeting. <br />�.� The process included five neighborhood meetings and four business meetings <br />(commission chairs, local realtors, multi-family owners and representatives, and a joint <br />school officials andrealtors meeting) held in March, April ti� i7;1 �•i.i ti of ZQQS. <br />? .�� Discussion <br />�' .1 Barbara Raye will summarize her work for the Council including the general themes, the <br />most compelling resident views and her findings on housing issues. In addition, she will <br />recommend areas for policy development and action by the HRA and the City. <br />?'� As a follow up, the HRA staff prepared several possible action steps for Council review, <br />comment and prioritization.
