What were the housing-related concerns <br />that were raised? <br />Participants' concerns can be clustered under the <br />categories of housing maintenance, Code compli- <br />ance and permitted activities, and planning. Com- <br />mon themes that emerged under each category are <br />listed below. <br />Housing Maintenance <br />t* Day-to-day yard and house maintenance, e.g. <br />garbage and lawn mowing, of owner-occupied <br />as well as rental property. <br />� Day-to-day maintenance � multi-family proper- <br />ties, especially dumpsters and trash, as well as <br />general building maintenance. <br />Code Compliance and Permitted Activities <br />•,� Equitabie code enforcementfor single-family <br />and multi-familyhousing. <br />•� Operation of small businesses out � single- <br />family houses. <br />•; Noise generated by many dogs living at one <br />house. <br />� Loss of on-street parking to residents using the <br />street for long-term storage af vehicles. <br />� Number af families allowed to occupy a single- <br />family residence. <br />Plannin� and Development <br />,= Guidelines are needed to ensure that new home <br />design and developments are compatible with <br />the character af the existing neighborhood. <br />•.� L,ack of townhomes costin� less than $400,000. <br />�r The increasing number of single-familyhouses <br />being purchased and renovated for purposes of <br />re-sale or rental; owners have no interest in par- <br />ticipating in the community. <br />• Modifying the public notice requirementfor de- <br />velopment proposals to include those living <br />within 350' of the property. <br />What other concerns were raised? <br />Only a few non-housing issues were raised during <br />the course of the dialogue. They included. <br />Trafiic Mana eg ment <br />,• Speeding on Old Hwy. 8 and County Road D <br />causes unsafe conditions and increases chances <br />for accidents. <br />•.• Increase use of residential streets as short-cuts <br />between major thoroughfares <br />Informal Bike Park <br />� There is a need for trash cans and to periodically <br />clean-up hash in the lot. <br />What can City do to respond to the issues? <br />�,- Develop a Safety Code to cover such items as <br />smoke and gas detectors. <br />-+� Develop a Truth-in-Housing Program. <br />�� Develop incentives for residents to participate in <br />the program. <br />•,• Provide residents with educational materials. <br />� Apply Codes enforcementequitably among 5in- <br />gle-family and multi-family housing. <br />�� Retain current levels af City maintenance of <br />parks and roads. <br />�� Develop neighborhood limits on the number of <br />owner-occupied houses that can be converted to <br />rental property. <br />:• Publish Code violations and responses in the <br />��RAP�� <br />�� Post more Speed Limit signs and provide "Slow <br />Down, Children at Play" yard signs. <br />What can citizen do to respond to the is- <br />sues? <br />{+ Work with City and community organizations <br />to develop opportunities/ programs for youth to <br />assist those who cannot maintain yards and <br />houses. <br />o Scouts and other youth organizations can <br />help; earn merit badges. <br />o City should help coordinate the programs to <br />protectvu�z►erable adults fromscams and to <br />protectyouth doing the work. <br />o Tap youth employment programs to help <br />older seniors with maintenance. <br />o Tap college labor market to help with main- <br />tenance. <br />o Develop communicationsconduits that <br />identify needs and matching resources. <br />�� Watch out for each other and offer to help facili- <br />tate assistance. <br />What action ideas were participants will- <br />ing to support? <br />Six (6) persons indicated that they could personally <br />support one or more of the issues solution <br />ideas/projects discussed, which included: <br />� Code enforcement—cleaningup unkempt <br />homes and property. (3 persons) <br />� Most af them—can't think of any we wouldn't. <br />(3 persons) <br />•: Publishing further info on unkempt homes, <br />codes, and phone numbers.
