r
.L
 I.M1 }yk.,• {Vt
L i .
 i I i c s r-_ :. r. i
From: ROGER TOOGDD [mailto:rtoogood@msn.com]
Sent: Sunday, July 10, 2005 3:47 FM
To: Craig Klausing; Dean Maschka; Amy Ihlan; Tom Kough
Cc: Neal Beets
Subject: South wasst Boulevard
1 understand that the above matter will be on the Agenda for discussion Monday
evening. 1 have two grand daughters arriving from N.D. at 5:30 p.m. so they are
first priority and thus 1 wont be able to be at the meeting. These comments are
from me as an individual and not as chair of the Roseville Citizens League.
As 1 understand it South Qwasso Blvd. from Rice St. to Western is up for
reconstruction at a cost of $2.5 million. The motive is to slow down the speed of
traffic and to improve access to Lady Slipper Park.
1 have not seen the official plans which 1 hope to pick up on Monday. 1 wanted you
to know that based on what 1 know at this point the plans sound costly and
unnecessary. 1 drive on South Qwassa Blvd every day and have done so for years.
The following matters concern me:
#1- The speed limit use to be 40 miles an hour and then was lowed to 35 and now
is at 30.
#2- The speed limit on County Road C is 40 where there are many more houses-a
city park-etc.
#3-South Qwasso Blvd has few homes on the North side.
#4- Over the last 20 years 1 have seen very little usage of Lady Slipper Park.
#5- It is my understanding that one resident on the north side of the road has
expressed lots of concerns about the speed of traffic on South pwassca Blvd. As a
result the speed limit has been lowered over the years and police monitoring
machines are often put up.
#6- It is interesting to note that the speed limit on Western at the point where
South Owasso Blvd turns north is 35 miles an hour all the way to County Rd. C. A
street where there are houses with children on both sides of the street.
I n summary 1 am opposed to the expenditure of $2.5 million on a road where there
is not a major problem. I f 1 am missing some important facts 1 would welcome
being informed. Thank you for your consideration and have a good meeting. Roger
Toogoad
