City Council Study Session — 07/18/OS DRAFT Minutes - Page 5 Mayor Klausing questioned the interplay between the engineer and city for Roseville duties; and if both Arden Hills and Falcon Heights used the upper end of the FTE range, where would the City of Roseville's benefit be. Mr. Schwartz outlined staffs vision for the position, noting that the person doing the work for the City of Arden Hills and Falcon Heights may not always be an engineer, but could be a technician or C'x�� technician, depending on duties required. Councilmember Schroeder opined that the concept was good, but he had concerns regarding the FTE projections, the extensive list of duties requested by Arden Hills, and whether office hours at their City Hall of 3-4 days/week would provide sufficient benefit to the City of Roseville. Councilmember Schroeder was cautiously supportive of the proposal, particularly as it related to workload sharing. Directive Consensus was for staff to continue exploring the potential, given the caveats discussed tonight, paying special attention to liability concerns as well. 3. Roseville Housing and Redevelopment Authority (HRA} HRA Community Development Director Dennis Welsch advised Councilmembers that due to last-minute collective scheduling conflicts of HRA Board Members and Consultant Barbara Raye and Carol Swenson of the Center for Policy, Planning and Performance (CPPP), the HRA Chair, Bill Majerus was requesting rescheduling of tonight's presentation until the August 8,2005 Council meeting. Mayor Klausing opined his favorable impression with the written report presented, noting the delay will allow the Council more time for review of materials presented to-date; and directed staff to reschedule the presentation. 4.
