Mr. Welsch provided a Bench Handout outlining the <br />issues and concerns. <br />4.a Discuss Business-Residential Conflicts on the South <br />Side of County Road C between �a����e Avenue and <br />Snelling Avenue <br />Staff reviewed the seven properties with six property <br />owners along the south side of County Road C between <br />�a�aline and Snelling Avenues. Staff noted that <br />complaints had been long-term, with no significant action; <br />concerned quality of life issues for those residential <br />properties abutting the industrial properties; involved <br />outdoor equipment and materials storage, odors, visual and <br />noise pollution, and a lack of compliance with Code <br />setbacks, screening, fencing, and storage. Staff noted that <br />due to these issues, it was possible that the abutting <br />residential property values were diminished. <br />Staff reviewed code issues and compliance concerns <br />related to setback requirements, screening, outdoor <br />material storage, Conditional User Permit compliance, and <br />other concerns. <br />Staff reviewed each property and code compliance issues <br />for each specific property, variances in place, and provided <br />pictures of non-compliance items. Staff noted that, while <br />the parcels only totaled nine acres, implications to the <br />abutting neighbors on the rear were substantial. <br />City Attorney Scott Anderson clarified the purpose and <br />intent and uses allowed in L-I Zoning Districts, and <br />performance standards. <br />Discussion among staff, City Attorney Anderson, and <br />Councilmembers included compliance, former and <br />recently-adopted zoning and code requirements; estoppels <br />issues, and performance standards. <br />Further discussion included railroad property and <br />maintenance issues; noise and odor issues from the former <br />�usiness- <br />Residential <br />Conflicts on the <br />South Side of <br />County Road C <br />between Hamline <br />and Snelling <br />
