Staff has consistently explained that the cost of Hazardous <br />Waste Subdistricts (HWS)is a direct cost to taxpayers. <br />2. The night Council approved creating the new HWS at Twin <br />Lakes, Staff estimated the cost to Roseville taxpayers was approxi- <br />mately $5 per household. Mr. Casserly's memo confirms that. <br />3. Staff has consistently reminded Council that there is a HWS at <br />Twin Lakes now that has been operating for several years. <br />4. The existing HWS at Twin Lakes and the new HWS you created <br />on June20 are organized as required by state law. <br />5. The only environmental clean-up at Twin Lakes has been ac- <br />complished through redevelopment and HW S's. For whatever rea- <br />sons, perhaps because state law does not allow it or because the state <br />Pollution Control Agency does not believe it is a high priority, the <br />state PCA has not brought any environmental enforcement actions at <br />Twin Lakes against property owners. <br />6. The Redevelopment Agreement approved by the City Council <br />on June 20 requires the creation af a HWS to assist in environmental <br />clean-up of Twin Lakes as directed by the PCA and state law. <br />7. Rottlund's environmental consultant, AET, is completing the <br />additional exploration and clean-up plans for submission to PCA by <br />mid-September. <br />� <br />
