REQUEST FOR COUNCIL ACTION <br />DATE: <br />8I15/05 <br />ITEM NO: 7. <br />Department Approval: Manager Reviewed: Agenda Section: <br />Lonnie Brokke -��� : . ,� r���� <br />Item Description: Review of Diseased and Hazardous Tree Removal Program <br />BACKGROUND <br />The Roseville Parks and Recreation Department maintains a diseased and <br />hazardous tree removal program. The major emphasis of the program is to <br />manage disease, dying and hazardous trees in the entire city as well as provide <br />advice to our citizens. This includes surveying the city on all public and private <br />property as required by city ordinance and state statute. <br />Early identification and prompt attention is critical in controlling disease and <br />reducing riskll�azards. The immediate concern that the City of Roseville is <br />currently facing is Dutch Elm Disease (DED). However other diseases such as <br />Oak Wilt and the possibility of storm damage still exists. <br />Brief Hisiory of Dutch Elm Disease (DED) <br />In the 1970's DED had a significant impact on the Minnesota landscape. <br />Thousands and thousands of trees were lost in this initial infestation but <br />the diseased tapered off and faded away for many years, until reoccurring <br />unexpectedly in 2004. Although the disease was never eradicated, the <br />disease stabilized and the losses were minimal over the years until 2004. <br />DED has again infected the entire Twin Cities area and the witnessed <br />losses in this current infestation were unanticipated throughout the <br />industry. The disease has been highly publicized and communities and <br />private residents are facing the high cost of removal. <br />It is expected that in larger communities the disease will peak in two to <br />three years and then taper off. In Roseville we may be closer to the peak <br />with losses anticipated to taper off in one or two years. It is very difficult to <br />be certain and the weather conditions do play a large role in the outcome. <br />
