�#.� REVIEW of REQUEST: <br />� I Meritex Enterprises, Inc., represented by Steve Dorff, has negotiated a lease with a <br />trucking firm (currently located in the Twin Lakes Phase 1 area) to utilize the vacant <br />paved triangular parcel in the northeast comer of the property, which lies adjacent to <br />Terminal Road and the Minnesota Commercial rail line, as a temporary freight trailer <br />storage site for two years beginning in 2005 and extending through the summer of 2007. <br />The trailers would be leased out as needed and returned to the site empty for storage until <br />needed again. <br />�.? During the proposed two year period of use, if the Meritex building werc to lease up <br />again and need additional parking, with a 60 day notice fr�r� owner to tenant, portions of <br />_ the temporary truck storage area would have to be dismantled to provide the necessary <br />on-site passenger vehicle parking. <br />�. � The applicant proposes to use the existing paved parking surface which was used for <br />supplemental parking for the Unisys and Meritex building located at 2555 Walnut Street. <br />Because of safety access issues and the temporary nature of this request, the paved truck <br />parking area would not be fenced (as required by City Code). Four entry points would be <br />created, three along Walnut Street and one along Terminal Drive. The paved surface now <br />drains to grassy areas adjacent the site. <br />�.� The Mer�fex property is located in an industrially area (I-2), which will have minimal <br />impact on the surrounding industrial and trucking properties and uses. Permanent <br />installation of a storage area or a truck terminal in an �T-2 zone normally would require <br />approval of a conditional use permit. Since this is a temporary situation, staff advised the <br />applicant that an Interim Use Permit was more appropriate, and did not create a <br />permanent CUP use on a site. <br />�1. � The site, approximately 63 acres, can currently provide parking space for 800 to 900 <br />passenger vehicles. If used to capacity, the interim use for trailer parking could handle <br />approximately 300 trailers at one time. Most trailers will be empty, all will be locked. <br />While there are no residential uses within 1,100 feet of the proposed temporary site, truck <br />movement activity will be directed from Twin Lakes at Cleveland and C, to Long Lake <br />Road west via County Road C, then south on Long Lake to Terminal Drive, then west on <br />Terminal to the storage site. <br />d�.�� City Code Section 1p12.49A states: The City Council may authorize an Interim Use <br />- Permit of property. Interim uses may not be consistent with the land uses designated on <br />_ the adopted Land Use Plan. They may also fail to meet all of the zoning standards <br />established for the district within which it is located. <br />�i., City Code Section 10��.095 states: The City Council may attach conditions to Interim <br />Use Permits. In reviewing Interim use Permit applications, the City will establish a <br />specific date or event that will terminate the use on the property. The Council will also <br />determine that the approval of the interim use would not result in adverse effects on the <br />RCA I'�'3659(082205) - Page 2 of 6 <br />
