public health, safety, and general welfare, and that it will not impose additional costs on <br />the public if it is necessary for the public to take the property in the future. The issuance <br />of an Interim Use Permit is no guarantee that the trailer parking will be given permanent <br />land use status, nor that the Interim Use Permit could even be extended. <br />5.0 STAFF COMMENTS: <br />5.1 The vacant Meri�ex parking area is currently under utilized. In the past, the parcel has <br />been used for passenger vehicle parking when the UnisyslMerite� office structure at 2555 <br />Walnut was fully occupied. Some of the site has previously been used for trailer storage. <br />5.2 Accepting this request would create a temporary industrial use within an appropriately <br />zoned (I-2, General Industrial) area of Roseville with similar heavy industrial uses. <br />Specifically, to the north is Willamette Industries (light manufacturing and assembly), <br />Old Dutch Foods (snack food processing and distribution) and Triangle Warehouse <br />(dzstributionlwarehouse); to the northwest is Highcrest Center (Unisys office, research <br />and development); to the southeast is Northstar Financial Forms (office & form printing) <br />and Interstate 35W; to the east is the parking lot for Bonestroo, Rosene, Anderlik & <br />Associates; and to west directly across Walnut Street is Highcrest Park (office, <br />manufacturing, research, and development). <br />5.3 The Comprehensive Plan consistently has recommended that trucks and trailers move <br />from industrial areas east of the Interstate to the areas west of the freeway, which is <br />designated for industrial uses and primarily zoned general industrial (1-2). Because the <br />trailers will be moving from the Twin Lakes area, staff has concluded that utilizing the <br />Terminal Road/Long Lake Road route to and from the project site will create less of aal <br />impact and disruption (vehicle conflicts) to the business along Walnut Street. <br />5.4 Because this land is considered the secondary parking area for the UnisyslMeritex <br />building, this storage use should be considered temporary ( a type of "land banking") and <br />limited to the two year term or less if the building should lease up again with new <br />business and many employees. Approximately 800 to 900 passenger vehicles could park <br />on the site. With this temporary trailer storage, no more than 300 trailer units could be <br />parked on the site. <br />6.0 STAFF RECOMMENDATION: <br />6.1 The Community Development Staffrecommends APPROVAL ofthe INTERIM USE <br />PERMIT for the reasons stated in Section 5 of the project report dated August 3,2005, <br />subject to the following conditions: <br />The temporary use (truck trailer parking) must be limited to two years. Trailers <br />must be common freight trailers, with a maximum of 300 stored on the site at any <br />one time. Petro-chemical tankers are prohibited.
