6.2 On October 20, the Roseville City Council reviewed the "GENERAL CONCEPT P LA N <br />and approved the proposal with conditions. <br />6.3 The FINAL DEVELOPMENT PLAN has been submitted to the Community <br />Development and Public Works Departments for consideration of its final approval. The <br />density and concept of 6 dwelling units is consistent with the approved concept <br />plans. The proposed single family development is undoubtedly a new design in this area, <br />and it sets a new, higher quality standard for redevelopment near public and semi public <br />amenities. City utility services already serve this site and have adequate capacity to <br />support the new structures. The developer has worked with the neighborhood on site <br />issues. <br />6.4 Since this project does not meet the state thresholds, no Environmental Assessment <br />Worksheet is required. <br />6.5 The Comprehensive Plan encourages a diversity for housing styles for all age groups � <br />with that comes some changes in density. This is not u n i q u e throughout Roseville <br />housing densities vary and adjoin each other (the city has had over 20 similar projects in <br />the past 10 years). Since this is a parcel that is isolated from the adjoining single-family <br />homes and is located on a county collector road — as is encouraged in the Comprehensive <br />Plan, the project will have little or no pedestrian or vehicular impact on the adjoining <br />neighborhoods. In fact for the neighbors to the east and west, the housing which parallels <br />Fulham may reduce noise and light fro� golf course patrons. <br />6.6 The Community Development Staff recommends approval of the request by United <br />Properties, as consistent with the approved concept, subject to the following conditions: <br />a. The applicant shall work with the City Staff to finalize a landscape plan that <br />provides adequate screening from the adjacent (west) properties and eliminates <br />impacts to the storm water management plan. <br />b. Placement of inechanical units shall be along the north side of each home and <br />screened to minimize noise and visual impacts to adjacent residents. <br />c. All required utility, drainage, and pondir�g easements must be placed on the final <br />plat or conveyed to the city as a separate document prior to issuance of building <br />permits for the six homes. <br />d. The hours of construction and contxactar/subcantractor parking must continue to <br />be regulated (through the �'UD). Specifically weekday hours being limited to 7 <br />a.m. to 10 p.m. and weekend hours being limited to 9 a.m. to 9 p.m. (�05.43D). <br />e.
