from Fulham Street through Lot 6 then travels north to Lot 1. This easement will be
vacated. Replacement of the former drain tile has been factored into the approved storm
management and grading plans.
4.13 The second vacation, an 8 inch sanitary sewer line within a 20 foot sanitarv sewer
easement, lies diagonally across Lot 1 from Fulham Street to the western property line.
The sanitary sewer line, the easement, and the lift station located within the Fulham Street
right-of-way will be relocated to the east along the northern boundary of the
condominium parcel and new easements provided, at the developer's expense. The
existing easement will be vacated.
5.0 PROJECT IMPACTS:
5.1 Traffic generation for the entire project (Source: Institute of Traffic Engineers — Traffic
Generation Manual) is estimated to be from 7 to 11 vehicle trips per housing unit or a
total of 252 to 396 trips which will enter or leave this residential development from
Fulham Street to Rosetawt Avenue during a given 24 hour day. Staff estimates the 6
single family units may generate between 40 and 75 vehicle trips of the total. Based
on ITE calculations, the peak PM hour will range from 14 to 20 vehicle trips. This
includes vehicles suc as the mail truck and garbage pick-up. Roselawn Avenue with
2,200 ADT (2000) trips per day in this location is not at capacity for an "A" Minor
Arterial street and can easily absorb the added trips (a "trip" is defined as one vehicle
entering or leaving a lot). It is estimated that Roslawn Avenue will have 3,100 ADT by
2010 and 4,200 ADT by 2020.
5.2 The City Code requires off-street parking to consist of two spaces for each dwelling unit,
of which 1 space will be within a garage. In the case of the 6 United Properties sinle
familv homes p-oposal, each sin,le familv home will have 2arae saces and 2
drivewav spacs available.
5.3 The placement of inechanical equipment can create visual and noise issues. It is assumed
that heating, cooling, and ventilating equipment and air conditioning units will be located
on the ground and must be placed on the north side of each home and screened from
view.
5.4 The City has adequate sanitary sewer, storm water, and water mains in place to support
the development project. The Public Works Department and the Rice Creek Watershed,
prior to issuance of any city permits, must review and approve all of these detailed plans
6.0 STAFF RECOMMENDATION AND CONDITIONS:
61 On October 8,2003, the Roseville Planning Commission held the public hearing
regarding the "GENERAL CONCEPT P LAN proposal and voted (5-1) and
recommended approval the proposal from United Properties. At that time the proposal
still included 6 dwelling units, but the design was for town homes in 2 structures of 3
units each.
PF3670_RCA_082205 Page 4 of 6
