City Council Regular Meeting— 08/08/OS DRAFT Minutes - Page 18 — Councilmember Maschka outlined his perception of the _ realignment to get a good traffic calming design, more ponding in the park, a better park design, and no need for mitigation of lost ponding with road reconstruction and realignment. Further discussion included road width and need for parking bays based on MSA requirements. Councilmember Maschka requested clarification of soil conditions and borings, as per a resident's concern expressed to him. Public Works Director Duane Schwartz advised that soil borings had been completed with engineers indicating the need for surcharging and compression over the winter months, with review prior to spring reconstruction. Mr. Schwartz indicated that some settlement was anticipated, but that it shouldn't be significant. Councilmember Schroeder questioned the City's benefit for allowing surmountable curb, given water containment and boulevard snow plowing issues. Further discussion included curb designs and staff rationale, along with other specific examples for deviating from city standards. Ms. Bloom reviewed the process, with staff continuing to work with property owners on various code issues and coming before the Planning Commission and City Council with any variance requests, at the City's expense rather than the property owner.
