City Council Regular Meeting— 08/08/OS <br />DRAFT Minutes - Page 18 <br />— Councilmember Maschka outlined his perception of the <br />_ realignment to get a good traffic calming design, more ponding <br />in the park, a better park design, and no need for mitigation of <br />lost ponding with road reconstruction and realignment. <br />Further discussion included road width and need for parking <br />bays based on MSA requirements. <br />Councilmember Maschka requested clarification of soil <br />conditions and borings, as per a resident's concern expressed to <br />him. <br />Public Works Director Duane Schwartz advised that soil borings <br />had been completed with engineers indicating the need for <br />surcharging and compression over the winter months, with <br />review prior to spring reconstruction. Mr. Schwartz indicated <br />that some settlement was anticipated, but that it shouldn't be <br />significant. <br />Councilmember Schroeder questioned the City's benefit for <br />allowing surmountable curb, given water containment and <br />boulevard snow plowing issues. <br />Further discussion included curb designs and staff rationale, <br />along with other specific examples for deviating from city <br />standards. <br />Ms. Bloom reviewed the process, with staff continuing to work <br />with property owners on various code issues and coming before <br />the Planning Commission and City Council with any variance <br />requests, at the City's expense rather than the property owner. <br />Mayor Klausing opened the meeting for public co�.e�t at this <br />time, with no one appearing for or against. <br />Maschka moved, Ihlan seconded, adoption of Resolution No. <br />10324 entitled, "Resolution Approving Plans and Specifications <br />and Ordering Advertisement for Bids for P-ST-OS-06;" South <br />Qwasso Boulevard reconstructionbetween Rice Street and Dale <br />Street; S. 4wassa Boulevard realignment surcharge between <br />Matilda Street and Galtier, and Ladyslipper Park water quality <br />
