Ms. Bloom noted that the <br />railroad also has concerns about parking bays on their property, <br />but noted that the railroad felt those concerns could be <br />addressed by installation of a 6' high chain link fence along the <br />south side of the road adjacent to the parking bay areas. Staff <br />recommended that the 6' high vinyl-coated chain link fence be <br />installed to meet this requirement. <br />Revised Assessment Rate (with elimination of realignment <br />costs from assessable road costs, and with revised street <br />widths) <br />Ms. Bloom presented revised assessment rates the new 7-ton <br />road, with a total construction estimate of $1,462,428.71; and <br />estimated assessment rate of $24.11 per foot, reduced by $2.55 <br />from the previous $26.66 per foot estimated in the feasibility <br />report. <br />Boulevard Parking <br />Ms. Bloom noted she was not clear on whether the boulevard <br />parking discussion was a condition. <br />Discussion included additional City cost shares for the <br />realignment and MSA funds and impacts to future projects; <br />Mayor K�ausing requested clarification from Councilmembers <br />as to their breaking out the cost for realignment, as he opined it <br />seemed to benefit property owners by calming traffic. <br />Councilmember Schroeder explained his rationale; that while <br />curing the road calms traffic, it also enhances the park, provided <br />a better road design, slower traffic and overall provided more of <br />a regional than local benefit. <br />Councilmember Ihlan explained her rationale that <br />recommendations for making the curve were part of the Lady <br />Slipper Master Plan to enhance the park, thus her opinion that <br />cost-sharing should be across the city, rather than just the South <br />Owasso neighborhood. <br />
