Staff recommended that the 6' high vinyl-coated chain link fence be installed to meet this requirement. Revised Assessment Rate (with elimination of realignment costs from assessable road costs, and with revised street widths) Ms. Bloom presented revised assessment rates the new 7-ton road, with a total construction estimate of $1,462,428.71; and estimated assessment rate of $24.11 per foot, reduced by $2.55 from the previous $26.66 per foot estimated in the feasibility report. Boulevard Parking Ms. Bloom noted she was not clear on whether the boulevard parking discussion was a condition. Discussion included additional City cost shares for the realignment and MSA funds and impacts to future projects; Mayor K�ausing requested clarification from Councilmembers as to their breaking out the cost for realignment, as he opined it seemed to benefit property owners by calming traffic. Councilmember Schroeder explained his rationale; that while curing the road calms traffic, it also enhances the park, provided a better road design, slower traffic and overall provided more of a regional than local benefit. Councilmember Ihlan explained her rationale that recommendations for making the curve were part of the Lady Slipper Master Plan to enhance the park, thus her opinion that cost-sharing should be across the city, rather than just the South Owasso neighborhood.
