City Council Regular Meeting— 08/08/OS <br />DRAFT Minutes' Page 25 <br />_ communicate more closely with patrols; additional use of <br />— technology; and expanding promotional opportunities within the <br />organization for sworn officers by moving a non-exempt <br />employee to a salaried position, thus saving overtime costs and <br />reducing or eliminating budget impacts. <br />Discussion i�c�uded�� position reclassification authority and <br />decision-making; and City Manager Beets' inclusion of the <br />CSQ's in his budget recommendation, but no line item for the <br />Bike Patrol. <br />Requesting One Additional Traffic Officer to the Current <br />Department of One <br />Chief Sletner reviewed the accomplishments of the existing <br />Traffic Officer since January of 2005, noting approximately 750 <br />warnings issued, approximately 600 citations issues, and other <br />noteworthy events. <br />Discussion included allocation of fees to various agencies; and <br />street safety considerations. <br />Replace Police Captain Position (replaces Deputy Chief <br />position that was removed from management roster in 2002- <br />2003) <br />Chief Sletner noted that this was her priority request, noting that <br />the bulk of the tasks previously performed by this position had <br />become the responsibility of her, Lt. Mathwig and others in the <br />department. Chief Sletner noted the negatives in elimination of <br />this position, including a lack of continuity and efficiencies, and <br />a redundancy of work efforts. Chief Sletner noted that with the <br />loss of the position, the department lost an authority figure and <br />someone to make decisions in the absence of the Chief, as well <br />as integrity of inner workings within the department. Chief <br />Sletner noted that, due to lack of time to pursue, the department <br />had lost participation in the Explorer's Program; no one was <br />updating field training and policy and procedure manuals as <br />addressed during a recent POST Board audit. <br />Chief Sletner provided a chart outlining agency staffing for <br />metropolitan area cities with similar demographics for <br />comparison purposes. <br />
