City Council Regular Meeting — 08/08/05 <br />DRAFT Minutes - Page 26 <br />Chief Sletner concluded her presentation by noting the need for <br />administrative personnel to support those officers on the street. <br />Discussion included creation criteria and petition process for <br />Commercial Patrol Service Districts (i.e., major shopping <br />destinations); overall budget request increase of 14.5%, or net <br />increase of $660,000; follow-up by department on theft identity <br />and fraud cases; spillover crime to residential areas from lack of <br />a commercial patrol officer and statistical supporting data; <br />private security at anchor stores; significance and trends of <br />shoplifting, thefts, forgery and fraud cases; and crime <br />comparisons from a yearly and community standpoint. <br />Further discussion included residential versus commercial crime <br />impacts and ties. <br />Chief Sletner noted that projected increases in dispatching and <br />800 MHz costs were not within the control of the local Police <br />Department. <br />Recess Recess <br />Mayor Klausing recessed the meeting at approximately 9:14 <br />p.m. and turned the gavel over to Acting Mayor Maschka, and <br />left the meeting as he'd previously indicated would be necessary <br />due to a family emergency. <br />Acting Mayor Maschka reconvened the meeting at 9:23 p.m. <br />Business Owner Complaint David Beers, Tobacco Tree, <br />Inc., 1734 N Lexington Avenue <br />Mr. Beers expressed his concern related to compliance checks <br />and police department "sting" operations. Mr. Beers noted that <br />his business was in compliance on a daily basis, but had recently <br />been cited for violation due to an incident with an undercover <br />and underage decoy. Mr. Beers opined that these stings were <br />illegal, and created an atmosphere for non-compliance; in <br />addition to raising his operating costs due to increased insurance <br />costs and licensing fees. Mr. Beers further opined that these <br />decoy operations were unnecessary and pandered to political <br />causes; that his business was law-abiding and that no credible or <br />
