City Council Study Session — 08/15/OS <br />DRAFT Minutes - Page 7 <br />were vary narrow, and even though private property, she was <br />appealing to the City Council to observe traffic in the early <br />evening at the mobile home park. Ms. Mastel provided one <br />example of a trailer with two vehicles, and one parked over the <br />sidewalk, causing children to skate or walk in the street, thus <br />creating potential accidents. <br />Mayor Klausing sought Council consensus as to whether the City <br />Council should be mandating installation of speed humps, and <br />whether government action should be the first course of action; <br />and asked if Ms. Mastel and/or residents had brought this to the <br />attention of the park owner. <br />Ms. Mastel advised that she hadn't personally talked to the <br />owners or managers, but that she had been approached by <br />residents at the park asking her to voice their concerns to the City <br />CounciL Ms. Mastel noted that apparently some residents had <br />offered to share in a portion of the cost for installation of speed <br />humps. Ms. Masiel asked for Council assistance in finding a <br />solution. <br />Mayor Klausing noted that no one disputed the real safety <br />concerns evidenced, but questioned whether speed humps <br />accomplished the goal of the residents. <br />Councilmember Maschka opined that it made sense to explore <br />further; opining that City staff needed to converse with the <br />mobile home park owners first, rather than Council consideration <br />of an immediate ordinance change. <br />Councilmember Kough was supportive of getting the parties <br />together to find a solution. <br />It was Council consensus that staff provide additional <br />information to the City Council related to tonight's discussion, <br />and return with that information at a later meeting. <br />Council directive to staff and the City Attorney was to answer <br />the question to determine if speed bumps accomplished speed <br />reduction; and to provide additional information; and to provide <br />more information as to what had been done within the scope of <br />
