City Council Study Session — 08/15/OS <br />DRAFT Minutes - Page 8 <br />�� <br />this particular area; was the park the only relevant location <br />needing to be addressed; and how other municipalities had <br />addressed similar concerns (i,e., New Br�ghton and Little <br />Canada). <br />Councilmember Ihlan requested that staff look at other <br />community ordinance, and whether such action would apply to <br />other housing complexes; opining she didn't support making <br />changes only for one area, when similar problems seemed <br />apparent in other areas (i.e., multi-family housing complexes, <br />town homes with private roads). <br />Presentation of Public Works and Parks and Recreation <br />Budgets <br />Public Works Department <br />Public Works Director Duane Schwartz reviewed various <br />components of the Public Works proposed 2006 Budget. <br />Public Works Administration and Engineering <br />Public Works Director Schwartz advised that his department was <br />requesting a basic "maintenance-level budget for 2006; and <br />proceeded to review various components of the department and <br />highlights of each, including Public Works Administration; <br />Streets; Street Lighting; Building Maintenance; Central Garage <br />and Utilities, including Sanitary Sewer, Water and Storm <br />Drainage. <br />Mr. Schwartz outlined costs for in-house versus outsourced <br />engineering services; 2006 goals and objectives; anticipated <br />TranStop Bus Shelter advertising and other revenue offsets. <br />Budget worksheets were reviewed for line-item specifics. <br />Mr. Schwartz further reviewed expenditure request for a city- <br />wide traffic model to determine traffic impacts from new <br />developments in an effort to determine if and when requests for <br />additional state and federal funding would be appropriate based <br />on those impacts, and with anticipated cost recovery through fees <br />assigned to specific development projects. <br />Streets <br />Mr. Schwartz noted the anticipated increases in energy costs, not <br />Public Works and <br />Parks and <br />Recreation Budgets <br />
