City Council Study Session — 08/15/OS DRAFT Minutes - Page 11 Mr. Schwartz addressed MCES data related to inflow/inf ltration and costs to the City for treatment of "clean water" from roof drains and sump pumps going into the treatment system monitored by the Metropolitan CounciL Mr. Schwartz reviewed cost estimates for treating the clean water, and steps mandated by Metropolitan Council policies to implement a surcharge program as an incentive for cities to reroute clean water through the storm sewer rather than sanitary sewer system. Mr. Schwartz noted that the funds expended, beginning in 2006, could be applied against the proposed Metropolitan Council surcharge; and anticipated more study of the department to determine problem and peak areas after major rainfalls. Mayor Klausing questioned why the City of Roseville was required to bear costs for the Metropolitan Council's MUS�,. line treatment, rather than developers continuing urban sprawl expansions. Mr. Schwartz noted that the Metropolitan Council was attempting to maximize existing capacity, rather than building additional treatment plants. Water Mr. Schwartz noted that the water budget reflected the new 20- year contract with the St. Paul Water Board. Mr. Schwartz addressed continuing water main breaks, exceeding 30 annually, and anticipated future technology that would allow relining of water mains and lines; with continued replacement of problem areas in an attempt to reduce or eliminate breaks. Storm Drainage Mr. Schwartz briefly touched on ensuring construction projects follow guidelines to continue protecting and improving water quality, both in City and private projects, with additional regulatory agency oversight. Street Lighting Mr. Schwartz noted the three percent increase for street lighting energy cost increases, in addition to pathway and parking lot lighting maintenance.
