Discuss Federal Funds for Trail Construction Councilmember Ihlan had requested a separate agenda item to discuss the recently-passed legislation for federal funding for trails and pathways over the next four years, for the purpose of positioning the City to maximize monies in areas where they would have the most impact. — Public Works Director Schwartz had provided a response regarding the "non-motorized transportation pilot program." Mr. Schwartz noted that staff had been following the information, and those projects funded will need to document an increase in b�cyclelpedestrian mode share, and need to indicate cross- jurisdictional boundaries to meet program objectives. Mr. Schwartz noted that staff would continue to monitor and follow future developments. � Mayor Klausing questioned the need to revisit and possibly update the City's Master Pathway Plan and revive the City's — Pathway Committee to work on collaborative efforts with other communities. Mayor Klausing noted that Ramsey County had not been as aggressive as Hennepin County and the City of Minneapolis in coordinating commuter-cycle planning. Mayor Klausing suggested Council discussion at a future meeting regarding reviving the Pathway Committee. Councilmember Ihlan strongly encouraged the City to begin setting aside funds or sources for matching grants. Mr. Schwartz noted that the City of Roseville does not currently fund new pathway construction, and may wish to reconsider policy in the future. _ Parks and Recreation Department — Parks and Recreation Director Lonnie Brokke reviewed the proposed budget summary for 2006 (Bench Handout) requesting a three percent increase, basically for health and cost of living adjustment (COLA) increases for personnel, in addition to other Federal Funds for Trail Construction
