City Council Study Session — 08/15/OS <br />DRAFT Minutes - Page 16 <br />Discussion included ownership and responsibilities of tree care <br />and pruning of boulevard trees; permitting process for staff to <br />monitor and provide assistance for tree maintenance; and <br />scheduling of trimming to prevent storm damage. <br />At the request of Mayor Klausing, City Manager Beets offered to <br />provide him additional information as to his placement on the <br />boulevard tree trimming schedule. <br />Mr. Brokke asked for funding guidance from the City Council <br />for use of Park Improvement Plan (PIP) funds; or for <br />supplemental appropriation from City Reserve Funds to continue <br />to address the diseased and hazardous tree removal program as <br />outlined in City Ordinance and State Statute. <br />Councilmember Maschka spoke in support of using the Reserve <br />Funds. <br />Councilmember Ihlan spoke in support of using Reserve Funds <br />as opposed to further depleting the PIP Fund. <br />Mayor Klausing questioned if the Council should be looking at <br />long-term reforestation issues. <br />Mr. Brokke noted that staff was looking at that as a potential <br />need; and could provide additional information to the City <br />Council at a later date. <br />Councilmember Kough sought additional information from staff <br />related to tree programs sponsored by the City a�d/o�' other <br />agencies and the availability of such programs for property <br />owners. <br />Mayor Klausing, with Councilmember concurrence, opined that <br />the availability of mature trees in a neighborhood had a <br />tremendous impact on quality of life issues; and it would be wise <br />to continue efforts. <br />Councilmember Maschka encouraged staff to involve more <br />volunteers in tree planting programs; and to provide more public <br />information regarding reforestation efforts; also noting the <br />
