City Manager Beets, at the conclusion of the budget discussion, reminded the City Council that there was only one more scheduled meeting for budget discussions prior to the adoption on September 12, 2005 of the Preliminary 2006 Budget. City Manager Beets expressed concern that the City Council focus — between now and next Monday's meeting — on revenue targets and those recommendations made in his City Manager Budget Recommendation Memo in an effort to start honing revenue targets. Mayor Klausing directed staff to make sure that was an agenda item at the next meeting; and asked Councilmembers to be prepared for discussion as to the revenue level they're comfortable with. Councilmember Kough opined the need for detailed Council discussion of specific budget items. b. Discuss Hazardous Waste Subdistrict Councilmember Ihlan had requested discussion of a memorandum dated July 29, 2005 from the City's consultant, Krass Monroe related to budget impacts of establishing hazardous Substance Subdistrict (HSS) 17A. Councilmember Ihlan interpreted past discussions and opined that it was argued throughout the Twin Lakes process that the development would not impact the City's tax levy and would not affect those taxpayers outside the development. Councilmember Ihlan expressed concern with the apparent $117,000 budget shortfall due to creation of this HSS; and its relationship to reducing staffing or funding for the Harriet Alexander Nature Center. Councilmember Ihlan encouraged Councilmembers to "just say no" to certifying the HSS now. Mayor Klausing focused the discussion related to whether to "just say no" to the HSS; and how to deal with potential impacts on the budget.
