City Council Study Session — 08/15/OS <br />DRAFT Minutes � Page 17 <br />involvement of trees for maintaining air quality. <br />City Manager Beets, at the conclusion of the budget discussion, <br />reminded the City Council that there was only one more <br />scheduled meeting for budget discussions prior to the adoption <br />on September 12, 2005 of the Preliminary 2006 Budget. City <br />Manager Beets expressed concern that the City Council focus — <br />between now and next Monday's meeting — on revenue targets <br />and those recommendations made in his City Manager Budget <br />Recommendation Memo in an effort to start honing revenue <br />targets. <br />Mayor Klausing directed staff to make sure that was an agenda <br />item at the next meeting; and asked Councilmembers to be <br />prepared for discussion as to the revenue level they're <br />comfortable with. <br />Councilmember Kough opined the need for detailed Council <br />discussion of specific budget items. <br />b. Discuss Hazardous Waste Subdistrict <br />Councilmember Ihlan had requested discussion of a <br />memorandum dated July 29, 2005 from the City's consultant, <br />Krass Monroe related to budget impacts of establishing <br />hazardous Substance Subdistrict (HSS) 17A. <br />Councilmember Ihlan interpreted past discussions and opined <br />that it was argued throughout the Twin Lakes process that the <br />development would not impact the City's tax levy and would not <br />affect those taxpayers outside the development. Councilmember <br />Ihlan expressed concern with the apparent $117,000 budget <br />shortfall due to creation of this HSS; and its relationship to <br />reducing staffing or funding for the Harriet Alexander Nature <br />Center. Councilmember Ihlan encouraged Councilmembers to <br />"just say no" to certifying the HSS now. <br />Mayor Klausing focused the discussion related to whether to <br />"just say no" to the HSS; and how to deal with potential impacts <br />on the budget. <br />Councilmember Maschka requested that City Finance Director <br />Hazardous Waste <br />Subdistrict <br />
