REQUEST FOR COUNCII, ACTION <br />DATE: 09112105 <br />ITEM NO.: $� <br />Department ApprovaL• Manager Reviewed: Agenda Section: <br />�� L �l ' T <br />Item Description: Discuss Disposal of City Property at NE Comer of County Road B and <br />Snelling Avenue <br />Background: Located at the northeast quadrant of County Road B and Snelling are three <br />business properties. They include a Midas Auto Care Center, an attorney's officel travel agent <br />and hair salon, and Mister Car Wash. All three of these NE comer businesses have access to the <br />Snelling Avenue Frontage Road in the front of their properties. This road was originally <br />constructed by the state in the 1950s and was turned over to the City of Roseville in 1997. The <br />condition of the street is poor and it has been identified as needing reconstruction. In light of the <br />Target redevelopment, we felt it was desirable to address the future of this street and the access <br />to these businesses. <br />In 1999 the County Road Bl Snelling Ave intersection was determined by State Farm Insurance <br />to be one of the top 10 most dangerous intersections in Minnesota. As a direct result of this, the <br />City, State and County had a traffic study completed to identify possible ways to increase the <br />safety of this intersection. Among the recommended safety improvements are: <br />• The closure of the first crossover median east of Snelling that served HarMar and the Target <br />parking lot. This intersection does not meet the minimum safety guidelines for the <br />intersection, creating difficulties for the County Road B left and thru traffic at this intersection. <br />This was completed in conjunction with the Target redevelopment this summer. <br />The construction of an additional traffic lane on Snelling Avenue, along with signal timing <br />modifications. This will increase intersection safety and capacity. It will also move the <br />highway approximately 20 feet closer to the existing frontage road. This is scheduled for <br />construction in 2007. <br />The disconnection of the Snelling Ave frontage road at County Road B in the northeast comer. <br />This access does not meet the minimum safety guidelines for the intersection and the <br />disconnection will increase safety for the intersection. This prompted the City's requirement <br />that Target construct a new frontage road with access to County Road B. This new street <br />provides public access along the north side of the NE businesses properties, providing a new <br />frontage road connection to County Road B just east of the businesses. <br />In light of these recommendations, staff has been considering the future of the segment of <br />Snelling Avenue Frontage Road located between County Road B and the southerly Target <br />property line. The proposed widening of Snelling in 2007 would push the highway directly <br />adjacent to the existing frontage road with only a chain link fence or concrete barrier to separate <br />the low volume City street from the high speed traffic on Snelling. There would be little or no <br />room for snow storage or drainage, which could create maintenance issues for these businesses as <br />well as the City. Also, a disconnected frontage road would need a cul- de- sac or other turn <br />
