As a result additional right- of- way <br />would need to be acquired from Midas to build the cul- de- sac. <br />One of the conditions of approval for the Target redevelopment plan was the dedication and <br />construction of a public street along the southwest comer of their site. This street connects to <br />County Road B and the existing frontage road, providing public access for these properties along <br />their north property line. Both Midas and the Mister Car Wash also have access onto County <br />Road B. Instead of maintaining two parallel road systems, staff has been discussi�ig the <br />possibility of conveying the property under the old road (between County Road B and the Target <br />south property line) to the NE comer businesses. <br />Benefits for the City would include: eliminating the need to reconstruct this segment of street, as <br />well as eliminating the future cost of easement acquisition and construction costs for a cul- de- <br />sac. Additionally, future maintenance costs for this segment of street would be eliminated. <br />It would also provide alternatives for these property owners for future investment in their sitc. <br />These business owners are interested in reconstructing their existing parking lots into one shared <br />parking lot partially located on the vacated right- of- way. This will improve the aesthetics of <br />this busy comer of Roseville. <br />The new parking lot has 59 shared spaces, with access to both County Road B and the new public <br />street. The plan shows the removal of the existing road and the construction of a storm water <br />pond directly adjacent to Snelling Avenue. This area would also be landscaped to provide a <br />buffer from the Highway. <br />The new parking lot would be managed through a private agreement between the business <br />owners and would include conditions covering shared parking, maintenance, and construction <br />costs. All costs to construct the parking lot would be the responsibility of the property owners. <br />At this time the landowners have come to an agreement and are formally requesting that the City <br />move forward with the necessary Council Action for the land transaction. This transaction would <br />be contingent on the construction of the parking lot improvements, and that the City retain a <br />drainage easement over a portion of the land for drainage. <br />Financial Implications: The remaining existing segment of Frontage Road will need to be <br />reconstructed sometime in the next few years. We have estimated the cost to reconstruct this <br />segment of road to be $40,000. This estimate does not include cul- de- sac construction or <br />potential easement costs that would be necessary once the State disconnects the frontage road <br />from County Road B. By conveying this right- of- way to these business owners, this money can <br />go toward other street maintenance projects. It will also prevent the negative aesthetic impacts <br />caused by the proposed widening of Snelling Avenue. <br />RECOMMENDED COUNCIL ACTION: <br />Approve resolution to convey ownership of existing City right- of- way to property owners at the <br />NE corner of Snelling and County Road B. <br />Prepared by: Debra Bloom <br />
