City Council Regular Meeting — 08/22/OS <br />DRAFT Minutes - Page 13 <br />Councilmember Kough noted that, at the time of the Public <br />Hearing, the neighborhood was supportive of the proposed <br />development. <br />Mr. Paschke advised that all concerns brought forward by <br />the neighborhood have been addressed by the applicant; <br />and info�aa�xon provided in the staff report was consistent <br />with Concept Approval, including off-street parking. Mr. <br />Paschke further noted that the public had been noticed <br />regarding this meeting. <br />Councilmembers Maschka, Schroeder and Kough <br />concurred to move forward with the request as presented <br />tonight. <br />Mayor Klausing questioned the Council's role and <br />authority and their expectations of staff; opining that the <br />City Council didn't need to act as attorneys for contract <br />approvaL Mayor Klausing opined that, while the public <br />input and process was important, the public input heard to- <br />date and the request before the Council tonight for Final <br />approval was consistent with the Concept Plan. <br />Staff addressed additional concerns expressed by <br />Councilmember Ihlan related to senior housing related to <br />the McCarrons Master Plan and parking issues; noting <br />those concerns were addressed in the conditions applied to <br />approval. <br />[9.1� <br />Maschka moved, Kough seconded, approval of the Final <br />Plat, creating five town home lots and one single <br />condominium lot, and one non-buildable outlot. <br />Roll Call [9.1� <br />Ayes: Schroeder; Kough; Maschka and Klausing. <br />Nays: None. <br />Abstentions: Ihlan. <br />[9.2] <br />Maschka moved, Schroeder seconded, enacted Ordinance <br />
