Implement by adjusting all of those that are below the recommended new starling pay to starting pay and <br />bringing everyone else into the system at the closest step to their current pay without a decrease in pay and <br />without bringing staff in at a step above their years of service would cost approximately $72,171. Staff <br />recommended version. <br />3. Implement by adjusting all current exempt and non-exempt staff into the system at their current service <br />step would cost approximately $249,995. <br />It should be noted again that union groups are not included in this as their wages are negotiated and <br />contractual. <br />Staff Recommendations <br />Staff recoininends approval of the proposed Employers Association compensation evaluation system and <br />coordinating compensation plans to be implemented effective no latter than 12/1/OS using the method of closest <br />step to that which correlates with current pay and step, holding those with current pay which is above their step <br />steady without a pay decrease or increase, except COLA adjustments, until such a time that they reach that step <br />for increase or the implementation method Council prefers. Approving this request substantially improves the <br />City's position relative to the Cities policy objectives of internal and external equity as well as compliance with <br />pay equity as shown by the proposed pay plan graph trendline proj ections. <br />Council Action Requested <br />Motion to adopt the resolution (Attachment A) approving this new compensation system that would encompass <br />the evaluation structure, positions and ranges as outlined in recommendation number two above or as Council <br />approves to be implemented in a i�ar�ler that is consistent with the recommendations above. <br />II. Council Pav c� Bene its: <br />Citv Council Compensation Ordinance: <br />MN Statute 415.11 lays out the procedure for modification of Council compensation. Law requires the adoption <br />of an ordinance for compensation with no change in salary allowed to take effect until after the next succeeding <br />election.
