This stipend offsets any local expenses incurred by elected officials in the course of their duties. (Ord. 1227, 7- <br />I�-I��'�� <br />Stanton 5 Group Study Outcomes: <br />As can be seen in the attached survey (Example 2) infonnatiion average monthly stipends for Mayor for 2005 is <br />$864 and for Council members is $ 647. Roseville is at approximately 90°/o of the average for Council pay. <br />With regard to benefits, 18 of the 25 Sta�ton Group 5 cities do not offer Council access to benef ts. Of the 7 <br />cities that do offer access, 3(Bloomington, Eagan, & Fridley) give Council the same benefits and contribution as <br />they would any fulltime employee, 2(Bumsville &Apple Valley) give Council the same benefits and <br />contribution as they would any halftirnc employee, and lastly 3(Eden Prairie, Plymouth & Woodbury) give <br />Council access to the same benefits but do not provide any contribution. <br />..1.�1Survey's12005 Council Salarv & Be�lefitis Survev 8-OS,xis <br />Staff Recommendations <br />Staff recommends Council adopt an ordinance to increase Council stipend to 97°/o of the �tanto�n Group 5 <br />average, as is proposed for City staf£ It is also recommended that Council add one of the following automatic <br />annual cost of living adjusters to the ordinance: <br />1. Consumer Price Index for the area <br />2. Same as Social Security Index increase approved for retirees <br />Lastly, staff recommends that Council add language to the ordinance allowing Council to receive a benefits <br />contribution in the same amount as all halftime City staf£ This contribution is provided to defray the cost of <br />medical and dental coverage, or it is provided as taxable income if insurance is not needed. <br />Financial Imblications: <br />The projected cost of the proposed Council pay will be an additional $3,113 plus the adjustor for 2006. The <br />projected cost for adding a benefits contribution varies according to the choice each Council member makes with <br />regard to benefits coverage. However, the most this amount would be annually would be approximately $22,000 <br />plus the adjustor for 2006. The least that the benefits contribution would be is $8,520. The total cost to <br />implement the Council pay plan adjustment and benefits contribution would not exceed $25,000 annually plus <br />any annual adjustor. <br />Council Action Reauested <br />Motion to adopt an ordinance (Attachment B) amending Title I, Section 103.03, adjusting mayor and city council <br />compensation plan and adding a benefits contribution and eligibility at the halftime staff rate. <br />aona Baco,� :� „""�",� <br />
