MEMORANDUM <br />- _�„�..� _...--- – -�,���,����������������—��•����•�•��•�•���•---•- <br />TO: MEMBERS OF THE ROSEVILLE CITY COUNCIL <br />FROM: AMY IHLAN <br />SUBJECT: PRELIMINARY DISCUSSION OF REPEALING EXCEPTION TO <br />FUEL STORAGE TANK ORDINANCE; CONSIDER POSSIBLE <br />ZONING STRATEGIES TO RESTRICT FUTURE UNDERGROUND <br />FUEL STORAGE IN TWIN LAKES AREA <br />DATE: SEPTEMBER 14,2005 <br />At our August 22 meeting, we discussed City Code Section 902.06. <br />Section �02,06A,. states: The sto�^age ofj'lammable liquids in outside aboveg�^ound tanks <br />is p�^ohibited in all a�^eas othe�^ than the a�^ea bounded by Cleveland Avenue, Highway 36, <br />the r�o�'the�n City Limits and the weste�^n City Limits. <br />Section 902.OGC allows the city council to grant exceptions to allow above ground storage tanks <br />in non-residentialneighbarhaods. <br />I propose that the council repeal Section 902.06C, so that there are no available exceptions <br />to 90,�,06A. I also propose that 902.06A be amended so that storage of flammable liquids in <br />aboveground tanks is limited to the area Cleveland Avenue, Highway 36, New Brighton <br />Blvd. and the northern City Limits. These changes should be structured to apply to future <br />applications only, so that existing, approved above-ground tanks could continue being used <br />by their current owners. <br />I would like to have a preliminary council discussion on these proposals. <br />I would also like to have a preliminary discussion of possible zoning strategies to prevent <br />future construction of underground fuel or chemical storage tanks in the Twin Lakes area or <br />other areas currently zoned for industrial uses that the city may want to redevelop or move <br />toward non-industrial uses in future. <br />
