C. Consequences <br />■ ?1�9� F�il��r� <br />In the fall of 2004 the City Council approved the issuance of a Ramsey County <br />Court Citation against the owner of this property for long standing violations of <br />Roseville's City Code (specifically the Public Nuisance Section 407) for not <br />maintaining the exterior of the home and for an inoperable vehicle in the <br />driveway. <br />In October Roseville police responded to a'suspicious activity' complaint at thi� <br />same address. The Police Department informed Community Development of <br />unsanitary and possibly dangerous conditions within the home. Community <br />Development staff were finally able to gain voluntary access to the home in <br />February of 2005. <br />Following this inspection the home was posted 'Unsafe-Uninhabitable' and the <br />owner instructed to correct dangerous conditions within a specified time kame. <br />The house had been stripped hare, no insulation, no wall boards, no functioning <br />plumbing and heating system. The owner did not abate the dangers and allowed <br />renters to live in the structure. Wishing to issue a court citation to pressure the <br />owner to correct the dangers, the City Attorney, based on current policy, advised <br />staff that this should be reviewed with the Council. Subsequently the Council did <br />concur that this case with new charges regarding inhabiting an ti�sa£e house <br />should be taken to court through the citation process. <br />Due to the time involved in creating a new report of the situation, giving proper <br />notice to the owner (30 days), and writing an RCA, staff is still in preparation the <br />second citation. A case where the quick issuance of a citation may have pressured <br />the owner into action did not occur.
