B. Current Process — Per 407.06 (As per new City Policy #G of Prosecution
Contact of November 18, 2002 attached). The underlined information is the
change created by the new policy.
. Notice of violation to property owner giving 14 days to correct violation.
2. Second notice of violation to property owner giving another 4 days to correct
violation. Also a warning is included that failure to comply could result in an
Administrative Ticket ($100).
3. An Administrative Ticket ($100) is issued with a note stating that if the violation is
correctedwithin 7 days the ticket will be cancelled.
4. Codes Coordinator attempts to contact the property owner and resolve the issue.
5. Codes Coordinator discusses the violation with both the Community Development
Director and the City Attorney. Both the CDD and the CA must agree a citation is
appropriate, and would be the most effective route to proceed with.
6. The Codes Coordinator writes up a notice to the violator stating that the Ci ,'s
intention is to issue a Ramse Count Court Citation. The notice states that unless the
propertv owner corrects the violationwithin 30 da,(30 davs must be given to coml,y
with notificationrequirements) the City Council will discuss the matter at a specified
date set to occur aftez the 30 dav notice requirementl. Because this notification will he
part of the Council discussion, it must be a detailed report of all previous facts
involving the case (very time conumin). The notification is mailedl reular mail,
sent by certified mail and posted on the property in-order to complv with notification
requirements.
7. An RCA is written to be presented to Administration for potential placement on the
Aenda on a specified date (sometimes the a,genda for that meetin,g date is fulI, the
date must be chan, ged and the notification process must }cnr. afresh).
8. A week before the Council Meeting an inspection is conducted of the property and of
the violation. Most often the situation has changed in some sinificant way. The case
is often reevaluated at this point. The report must be re-written to explain the new
conditions and the RCA must be rewritten to reflect the new conditions.
9. The day of the Council meeting the site is inspected again to see if conditions have
chan, ged and if new information must be presentedto Council.
10. Staff must be available at the Council Meetin, to answer questions.
11. If Council aerees that a Ramsey County Court Citation is approriate, a Ramsey
County Court Citation is written (by the Codes Coordinator) and mailed to the
violator. Copies are also mailed to the prosecuting attorney and Ramsey County Court.
 Page2
