Plannin� File 3672: Request by Love from Minnesota and Dunn Bros. <br />Coffee for a Conditional Use Permit to allow a drive-thru window on the <br />north side of the property located at 2465 �'airview Avenue. <br />Chair Traynar opened the hearing and requested City Planner Thomas Paschke provide a <br />verbal summary of the project report dated September 7,2005. <br />h] Dunn Bros Coffee has negotiated a lease with Love from Minnesota to occupy a 2,000 <br />E� sq. ft, portion of the structure currently being occupied by Wine Time. The proposal by <br />I� Dunn Bros seeks approval of Conditional Use Permit to install a state of the art drive <br />I�# through window and readerlorder board along the north side of the structure. <br />f� <br />�1+� The 1.83 acre parcel is located in a B-3, General Business District, and the <br />I� Comprehensive Plan designates the property as Business. Adjacent land uses include <br />�I � retail to the north (Party America) and east across Fairview Avenue (Rosedale Commons <br />�I t� & Friday's), industrial to the west (Caterpillar) and financiallfuel sales (Interbank & <br />i[� Amoco) to the south. <br />,� i <br />„ <br />�a <br />. �,� <br />,� <br />+_ <br />�� <br />�; <br />�g <br />�� <br />3k'1 <br />�? Wine Time <br />as it exists today would be downsized to just a wine store occupying a portion of the <br />northwest comer of the building (a current location) and Dunn Bros would occupy the <br />vacated street side space. <br />The City Code identifies this type of use (cafe) as a Class ii Restaurant or Fast Food <br />Convenience, requiring a Conditional Use Permit for the drive-through portion of the use. <br />Based on the findings outlined in Section 6 of this report, staff recommended approval of <br />the request for a conditional use pern�it to allow the construction and operation of a new <br />drive-through facility at Starbuck's 2305 Fairview Avenue North, subject to the <br />following conditions: <br />a. Submittal of a revised site, lighting, and landscape plan including the three <br />curbed islands similar to the plan designed by Staff (05107103); the design <br />of angle parking in the south parking lot; parking and building lighting <br />meeting Section 1010.12 of the City Code; additional plantings along the <br />west and south property line, including trees consistent with the City's <br />Street Tree Master Plan. <br />b. Minor variations from the approved plans may be approved by the City's <br />Development Review Committee, under the direction of the Community <br />Development Director; however, any substantial departures from the <br />approved plans will require an amendment to the conditional use permit. <br />
