�_� REVIEW of REQUEST: <br />�_ I Prince of Peace Church seeks approval to construct approximately 8,000 sq. ft. addition <br />in a 450 seat worship center on to their existing facility (east) adjacent to Victoria Street. <br />The proposal also includes new offices, a bride's room, and remodeling the existing <br />worship space to a gathering, which improvement also includes a small expansion to the <br />current lobby, site grading and drainage, and landscaping. <br />�a. � Prince of Peace Church, originally built in 1957 and located on 6.2 acres, has a <br />Comprehensive Land Use Plan designation of CIVIC, is located in Planning District 7, <br />and the property is zoned R-1, Single Family Residence. <br />�.:� Section 1004.015 permits churches within an R-1 District, with an approved <br />Conditional Use Permit and a 30 foot setback from any adjoining residential <br />property line. <br />�.4 The proposed worship center structure has a footprint of approximately 6,700 sq. ft. <br />extending on to the cast side of the existing church. The proposal also includes a 550 sq. <br />ft. lobby addition and an 800 sq. ft. restroom addition, both on to the south side of the <br />existing church. The worship center includes a 2,050 sq. ft. basement to be used as <br />storage. <br />�.� The proposed additions will setback a minimum of 30 feet from the east property line <br />adjacent to Victoria Street, the only setback affected by the proposed addition. <br />�_�, Section 1018.08 of the Roseville City Code requires on-site parking at a minimum of 1 <br />space for every 3.5 seats in the assembly hall. In the case of the proposed 450 seat new <br />worship center, parking is required at a minimum of 129 spaces. The existing site <br />included 148 o��-si�e spaces, for which there is no proposal to expand parking. The <br />proposal does include the removal of a detached storage building and replacing it with a <br />curb extension (southwest portion of parcel). <br />�1,� The proposed building material includes brick and a copper steeple. The addition will be <br />designed to blend with the existing structure utilizing compatible materials and colors. <br />�.1� The structure has a varying height that is generally 32 feet from grade to the top of roof, <br />which is similar to the existing structure and a steeple height of 56 feet from grade <br />(exempt from height limitations by Code Section 1012. l OB). If ineasured from the lower <br />level, the overall height to the top of building would be 48 feet and the steeple 71 feet. <br />(north and east elevations). <br />�_t� The church plans must include a utility plan or information regarding whether the existing <br />services (sanitary sewer and water) are sized properly to accommodate the addition and <br />new restrooms. The applicant must provide the Fire Marshall and Public Works <br />Department with the necessary information for them to determine whether re�izing of the <br />existing services or additional services are necessary to accommodate the worship center <br />and r�stroam additions. <br />PF3673_ RCA_092605 Page 2 of 5 <br />� <br />
