�1 _ 1� The submittal includes a discussion on storm water management. However this plan and <br />the subsequent improvement must receive the support of the Grass lake Watershed and <br />approval by the Roseville Public Works Department. <br />�. ]] Substantial grading of the eastern portion of the site is necessary to accommodate <br />construction of the addition; a grading plan is necessary and must include erosion control <br />measures. However, Prince of Peace plans to preserve a number of the existing pine <br />trees, only removing those necessary for construction. <br />5,� REVIEW of CONDITIONAL USE PERMIT: <br />�,= Section 1013.01 requires the City to consider the following criteria when reviewing a <br />Conditional Use Permit: <br />a. Impact on traffic <br />b. Impacts on parks, streets and other public facilities <br />c, Compatibility of the site plan, internal circulation, landscaping and structure with <br />contiguous properties <br />d. Impact of the use on market value of contiguous properties <br />e. Impact on the general public health, safety and welfare <br />f. Compatibility with the City's Comprehensive Plan <br />�_3 Permitted Uses. The City Planner has reviewed the proposed improvements to the <br />existing church and concluded the proposal meets these criteria. Specifically, the <br />construction of a new worship center, restrooms, offices, and bride's room, and the <br />conversion of existing space into a gathering/�ibrary are permitted in an R-Z District by <br />issuance of a Conditional Use Permit. <br />5.� Traffic. The new addition and conversion of existing space is not anticipated to <br />significantly increase traffic on Victoria Street or the need for additional public facilities. <br />Traffic counts in 2001 on Victoria Street in this location numbered 6,000 vehicles. The <br />2010 traffic estimate for this section of road is 9,000 vehicles per day, which is below the <br />design capacity of the roadway. <br />�,� Compatibility. With proper exterior building treatment, drainage, and landscaping, the <br />building will not �aave an impact on surrounding property or values. <br />�+,� Health Safety. There appears to be no impact on general health, safety, and public <br />welfare. <br />�.7 Comprehensive Plan.
