6.0 STAFF RECOMMENDATION: <br />6.1 Based on the information and findings provided in Section 4 and 5 of this project report, <br />the City Planner recommends approval of a CONDITIONAL USE PERMIT to allow the <br />construction of approximately an 8,000 square foot institutional use addition to the <br />existing church within an R.-1 zone (including a worship center, new restrooms, offices <br />and bride room, and the remodeled of the existing space into a gathering area and library) <br />for Prince of Peace Lutheran Church, 2561 Victoria Street, subject to the following <br />conditions: <br />A. The site being developed with setbacks as per the site plan in the applications <br />dated August 5, 2005. <br />B. The worship center and associated addition/improvements footprint being limited <br />to 8,000 square feet. The basement must be used for storage. <br />C. The worship center and associated addition/impravernenis being comprised of <br />brick, metal t�in1, and metal or aluminum window and door frames that <br />l�lend/complement the existing building, or concrete pre-cast panels, <br />architecturally designed to blendlcompliment the existing building. <br />D. The submittal of a grading/drai�age/erosior�/storm water management plan for the <br />site to the Grass Lake Water Management Organization for review and comment <br />and to the Roseville Public Works Department for review and approval. <br />E. The worship center, excluding the steeple, being limited to a maximum height of <br />31 feet fxo��.� grade. <br />F. The installation of 6 new trees to line the north drive and new landscape beds <br />adjacent the existing and new addition. This proposed landscaping must be <br />submitted in the form of a landscape plan in compliance with Section 1010 of the <br />Roseville City Code and prepared by a registered landscape architect. The plan <br />must be reviewed and approved by the city landscape architect prior to issuance of <br />permits. <br />G. All I-NAC, power generation, and trash storage equipment being screened to meet <br />the requirements of City Code Section 1010. <br />7.0 PLANNING COMMISSION ACTION: <br />7.1 On September 7, 2005, the Roseville Planning Commission held the public hearing <br />regarding the Prince of Peace request.
