Plannin� File 3673: Request by Prince of Peace Lutheran Church, 2561 <br />Victoria Street, for a conditional Use Permit to allow the eastern expansion of the <br />existing facility (new worship center). <br />Chair Traynor opened the hearing and requested City Planner Thomas Paschke provide a <br />verbal summary of the project report dated September 7,2005. <br />Thomas Paschke explained that Prince of Peace Church seeks approval to construct <br />approximately 8,000 sq. ft. addition in a 450 seat worship center on to their existing <br />facility (east) adjacent to Victoria Street. The proposal also includes new offices, a <br />bride's room, and remodeling the existing worship space to a gathering, which <br />improvement also includes a small expansion to the current lobby, site grading and <br />drainage, and landscaping. Prince of Peace Church, originally built in 1957 and located <br />on 6.2 acres, has a Comprehensive Land Use Plan designation of CIVIC, is located in <br />Planning District 7, and the property is zoned R-1, Single Family Residence. <br />Section 1004.015 permits churches within an R-1 District, with an approved Conditional <br />Use Permit and a 30 foot setback from any adjoining residential property line. The <br />proposed additions will setback a minimum of 30 feet from the eastproperty line adjacent <br />to Victoria Street, the only setback affected by the proposed addition. The proposed <br />worship center structure has a footprint of approximately 6,700 sq. f�, extending on to the <br />east side of the existing church. The proposal also includes a 550 sq. ft. lobby addition <br />and an 800 sq. ft. restroom addition, both on to the south side of the existing church. The <br />worship center includes a 2,050 sq. f�. basement to be used as storage. <br />3 I Section 1018.08 of the Roseville City Code requires on-site parking at a minimum of 1 <br />�= space for every 3.5 seats in the assembly hall. In the case of the proposed 450 seat new <br />�� worship center, parking is required at a minimum of 129 spaces. The existing site <br />a� included 148 on-site spaces, for which there is no proposal to expand parking. The <br />3� proposal does include the removal of a detached storage building and replacing it with a <br />a fa curb extension (southwest portion of parcel). <br />�- <br />a; <br />;� <br />�� <br />�� <br />�3 <br />�� <br />�� <br />The proposed building material includes brick and a copper steeple. The addition will be <br />designed to blend with the existing structure utilizing compatible materials and colors. <br />Mr. Paschke reviewed the criteria for a conditional use permit and found no major <br />impacts, noting those consistent with the site plans and city plans. <br />� 61 The staff recommended approval of a CONDITIONAL USE PERMIT to allow <br />�; the construction of approximately an 8,000 square foot institutional use addition <br />� to the existing church within an R-1 zone (including a worship center, new <br />
