City of Roscville <br />Community Developn�e�lt Department <br />Re: Prince of Peace Lutheran Church <br />Narrative for Conditional Use Permit Application 5 August 2005 <br />Prince of Peace Lutheran Church is planning a substantial facility improvement to meet <br />the needs of the congregation and public at large. Their plans include adding a new <br />worship space capable of scating 450; rcmodcling their current worship space to become <br />the naa-tlaexlgath�ring area and library; replacing existing toilet facilities; addition of <br />bride's rac�x�� as we11 as new office spaces. <br />Thc intent of the expansion is twofold: 1) to better serve the church men�bers with an <br />inviting worship environment that more closely aligns with their religious values and <br />mission and 2) to better serve the public with a venue that wi11 be designed to permit <br />community use. <br />The church is committed to remaining on the present site and strengthening tk�e <br />relationship to its community. The commitment can be seen by its efforts to support <br />Roseville's Comprehensive P1an in the following ways: 1) The church's decision to <br />develop the current site to its fullest potential ensure that Prince of Peace wi11 remain a <br />strong and vital presence ��1 the ycars ahead. 2) In many ways, the presence of a vital <br />religious institution such as Prince of Peace can bc viewed as an asset strengthening the <br />quality of life for a11 Roseville, church members and community alike. Prince of Peace <br />supports programs within its facilities such as Lake Ridge Day Care, Tomorrow's Kids <br />Montessori School, summer n�usic camp, basketball league, League of Women Voters, <br />etc. 3) The church is committed to supporting Roseville's efforts to make the city as <br />pedestrian friendly as possible. Towards this end, they have worked with the city in <br />providing access along the shoreline of Be�zn�tt Lake for a walking path as we11 as access <br />to the path from the church parking area. This current project wi11 extend the city <br />sidewalk along the Victoria �trce� frontagc of recently aequircd property to the south. <br />Setback: The new facility is entirely within the setback requirements along the nearest <br />property line to the east at Victoria Street toward the west side of the property; an <br />existing garage structure that straddlcs the bluff li�ie setback wi11 be rcmovcd allowing <br />that area to be landscaped. <br />Building Height: The main 1eve1 of the new worship space wi11 equal that of tlie existing <br />main (upper} 1cvc1. In order to accommodate an cxisting pipe organ, tllc top of roof <br />structure over the worship area wi11 be 32'-8" above the main 1eve1. A spire (not <br />inhabited space) located to the northeast comer of the worship addition will rise 56'-4" . <br />feet above the main 1eve1. The sloping grade wi11 permit a lower 1eve1 space for <br />mccllanical, storagc and lawn equipment wi11 be at 15'-4" below the main 1eve1, exiting <br />to grade.
