Councilmember Ihlan questioned the City Council's involvement in the review process, and whether interviews would be held with prospective firms. City Manager Beets was not aware of interviews being necessary on a Council level; but suggested Council maintain involvement in staff level interviews from an observation level only to lc�ep consistency in the interviews an� structured questions asked at each interview. John Kysylyczyn, 3083 N Victoria Street Mr. Kysylyczyn opined that by staff conducting the interviews, and the review committee consisting of staff only, it created a government structure problem and an issue with Sta��/Counci� authority with staff mal�ing policy decisions rather than the City Council. Mr. Kysylyczyn further opined that this review should be performed by a public policy advisory body such as the PWET. Councilmember Ihlan addressed the September 2, 2005 letter from the Minnesota Pollution Control Agency (MPCA) addressed to Ms. Jennifer Klennert of Waste Management, and addressing "alternative daily cover" and interpretation of whether it was considered recycling or not. Councilmember Schroeder took issue with the MPCA letter being included in his material for discussion. City Manager Beets explained staffs rationale for including the letter, which was in response to a previous Council discussion; and had been included by staff with this discussion material to provide additional information and clarification for the City Council as they consider �FP evaluations. 9.
