City Council Regular Meeting — 09/12/OS <br />DRAFT Minutes - Page 20 <br />or dual sort options. <br />Mayor Klausing noted staffs assurance that all submitted <br />proposals would be available for Council review, unless a timing <br />or form issue caused a particular RFP to be removed from <br />consideration. <br />Mayor Klausing concurred with Councilmember Ihlan, in the <br />need to consider dual or single sort systems before coming to a <br />conclusion. <br />Councilmember Schroeder reviewed page 446, Section 10.11 of <br />the RFP regarding comprehensive criteria to be used, and <br />whether that allowed greater leverage to Council rankings. <br />City Attorney Anderson recommended no language change to <br />the RFP; but opined that each Councilmember could look at <br />ranking criteria from their personal perspective, which would <br />allow great latitude to their ranking process. <br />Further discussion included individual and group aggregate <br />ranking processes; and the ultimate ranking of how the Council <br />votes on the issue, depending on the number of proposals <br />received, options provided by each bidder; and flexibility of <br />ranking criteria. <br />Councilmember Schroeder withdrew his motion, following City <br />Attorney Anderson's cautionary comments. <br />Proposal Review Committee for RFP's <br />Councilmember Schroeder sought discussion of who would be <br />on the Proposal Review Committee to analyze proposal details. <br />Councilmember Schroeder recommended that the Public Works, <br />Environment, and Transportation Commission (PWET) be that <br />review committee, and provide recommendation and ranl�ings to <br />the City Council. <br />Schroeder moved the PWET Commission be the Review <br />Com�nittee for RFP's. Motion died for lack of a second. <br />City Manager Beets, when questioned by Mayor Klausing, <br />
