City Council Study Session — 09/19/OS <br />DRAFT Minutes � Page 4 <br />?�i� r:��� � . <br />Commissioner Parker advised that, while the "Unweave the <br />Weave" transportation project was originally slated for <br />completion in 2005, it was currently deferred unti12013, without <br />additional federal appropriations. <br />Commissioner Parker did note that the County had a pool of <br />funds entitled, "Environmental Response Fund," and had <br />legislative authority to use a portion of funds from property <br />deeds filings for use on environmental projects, and were <br />specifically designated by the County for clean up of Brownfield <br />contamination areas. Commissioner Parker noted that, at this <br />point, all proposals for funding had been received from the City <br />of St. Paul; but the County was anticipating and encouraging <br />applications from suburban communities. Commissioner Parker <br />encouraged the City of Roseville to consider this funding for part <br />of the Twin Lakes Redevelopment Project, as applicable, and <br />noted the application deadline of approximately November 1, <br />2005. <br />Mayor Klausing thanked Commissioner Parker for her <br />attendance and update; expressed the Mayors consortium's <br />willingness to find a fair and equitable funding �oz�.ula for a <br />combined Dispatch Center; and expressed appreciation to <br />Ramsey County for reviewing the original negotiations. <br />Mayor Klausing requested that the County consider ways to <br />focus on County construction projects to minimize disruption <br />within communities (i.e., County Road C project). <br />City Manager Neal Beets requested an update from <br />Commissioner Parl�er on the status of Kent Street. <br />Commissioner Parker noted, that with the County's move of the <br />public works facility to Arden Hills, the Kent Street property <br />(north of Larpenteur) would not be used anymore; and with <br />pending relocation of the Women's Correctional Facility within <br />the next year, the County Board would be discussion the land use <br />of that property in the near future; with the probable outcome <br />recommending sale of the property. <br />
