Hear a Presentation about a City Ordinance Providing for <br />Instant Run-Off Voting <br />Mayor Klausing welcomed Mr. Kennedy for a presentation <br />regarding a City ordinance providing for instant run-off voting <br />for Primary a�dlo�' Special Municipal Elections. <br />Bruce Kennedy, 1416 Skillman Avenue <br />Mr. Kennedy summarized instant run-off elections; and reviewed <br />a proposed ordinance, as a bench handout, entitled, "An <br />Ordinance Establishing Instant Run-off Voting for Special <br />Elections," as well as a proposed resolution, supporting State <br />enabling legislation to allow municipalities to choose ranked <br />vote elections. <br />Discussion included the advantages and disadvantages of instant <br />run-off special elections; lack of economics to be gained now <br />that Roseville was going to even-year elections; demographic <br />benefits; and more amenable campaigns. <br />Councilmember Ihlan expressed appreciation for having a policy <br />discussion prior to a forthcoming need. <br />Councilmember Schroeder questioned if Mr. Kennedy was <br />Proposed <br />Instant <br />Run-Off Voting <br />
