City Council Study Session — 09/19/OS <br />DRAFT Minutes - Page 11 <br />that, additional costs and enforcement consequences would be <br />realized by the City's Police Department in an already tight <br />budget and personnel situation. <br />Mrs. Zahradka noted that when parking was permitted on the <br />east side previously, issues with blocked driveways, mailboxes <br />and garbage pick up were ongoing; thus the attempted solution to <br />the west side of the Drive. <br />Further discussion included mechanisms for the college to <br />enforce (through their own ticketing or private security) and <br />implications with private security enforcing public street <br />concerns; current system of students living off-campus not <br />required to register their cars; the need for every student owning <br />a car to have a permit; and the need for an immediate response <br />from the City. <br />Councilmember Ihlan noted that the Zorn's had made contact <br />with Northwestern College to find a solution, but had been <br />referred back to the City. Councilmember Ihlan opined the City <br />needed to find an immediate solution, and then a long-term <br />solution and pursue discussions with the college to better <br />regulate parking on and off campus. <br />Further discussion included enforcement of snowplowing <br />violators; lack of City infrastructure in issuing parking permits; <br />other situations within the community; and no restrictions for <br />street parking, as long as the vehicle is operable. <br />Staff was directed to make door-to-door contact with residents <br />on East Snelling Drive, between Lydia and B�enner <br />(approximately 10 homes) to determine their experience, and to <br />implement a experimental "No Overnight Parking" signa�;e <br />program to determine their reaction. <br />Staff was further directed to open dialogue with Northwestern <br />College representatives to find a long-term solution beneficial <br />and amenable to all parties. <br />Recess Recess <br />Mayor Klausing recessed the meeting at approximately $:02 p.m. <br />
