Discuss Compensation Plan for Councilmembers and <br />Employees <br />Human Resources Manager Eldona Bacon provided a summary <br />of several compensation proposals, as outlined in detail in the <br />staff report dated September 19,2005. <br />Ms. Bacon reviewed the City's five different employee groups, <br />with three groups represented by labor unions with their <br />compensation negotiated as part of their collective bargaining <br />agreements and not completely incorporated into a set formal <br />pay plan. Remaining staff is non-union belonging to one of two <br />compensation plans: Exempt or Non-Exempt. Ms. Bacon noted <br />that all compensation plans were approved annually with the <br />budget by the City Council, and updated on January 1 of each <br />year, with maximum rates adjusted by the Council through <br />approved cost of living adjustments (COLA) based on current <br />market trends. Ms. Bacon noted that, due to the unique nature of <br />part-time, volunteer firefighters, they were not included in the <br />plan, but Ms. Bacon requested Council input as to their status. <br />Compensation Plan <br />Councilmembers <br />and Employees <br />
