REQUEST FOR COUNCIL ACTION Date: 9/26/2005 Item No: 3.e Department Approval: Manager Approved: Agenda Section: �� ' �� ` _�� Consent Item Description: Consider Approving Joint Powers Agreement with the City of Mounds View Background Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint powers agreements (JPA) for the joint exercise of powers that are common to each. Over the past several months, the City of Mounds View and the City of Roseville have held on-going discussions in regards to the sharing of information technology telephone support. The City of Roseville currently employs four full-time employees to administer the City's information systems. The City maintains joint powers agreements with fourteen (14) municipalities and public agencies to provide similar support. The proposed JPA with the City of Mounds View is similar to the other Agreements in both structure and substance, and expands the existing JPA agreement already in place. Discussion Items In an effort to ensure adequate information technology telephone support, the City of Mounds View wishes to engage the City of Roseville in a joint powers agreement. Staff believes that the City of Roseville can provide the technical support desired by the City of Mounds View without compromising services to Roseville. The attached JPA has been approved by the City of Mounds View and is awaiting approval from the Roseville City Council. Specifically, the City of Mounds View has requested Roseville to extend its Cisco IP Telephony system to Mounds View. Budget Impact Both the existing and proposed JPA provide non-tax revenues to support City operations. The hourly rates charged to other cities are approximately twice the total cost of the City employee (yet substantially lower than could be obtained from private companies — hence the value to other cities is greater). There is no immediate budget impact. The presence of these JPA's along with existing budgeted revenue sources is sufficient to fund the City's personnel and related information systems costs. However, as detailed in the 2006 Budget request, additional staffing will be requested in the near future; the costs of which will be offset by JPA's. Council Action Requested Approve the attached Joint Powers Agreements with the City of Mounds View for the purposes of providing information technology telephone support.
