_ City Council Regular Meeting — 09/26/OS
_ DRAFT Minutes  Page 10
Mr. Paschke noted staffs limited ability to restrict traffic;
the existence of a center turn lane; and separation of full
access points to minimize impacts and provide better
functioning.
Councilmember Ihlan questioned what would happen if
future problems were realized during morning arush hour
and what solutions or recourse the City would then have,
after having approved the CUP.
Mr. Paschke noted that current problems already existed
with the bank and their drive-through directly across
Fairview Avenue; and how staff could determine options
or predict future situations at this time an unknown
quantity.
Councilmember Ihlan sought traffic study information on
overall number of new cars; the proximity of the business
to the intersection of Fairview and County Road B-2;
crossing traffic lanes; and possible access to the rear or the
lot with an alley situation to reduce traffic making turns
onto Fairview.
Mr. Paschke opined that impacts of the drive-through
would be minimal.
Mayor Klausing noted that, while Councilmember Ihlan's
concerns were legitimate, he was unclear as to how the City
can address traffic issues on a County Road, while
considering action for a CUP. Mayor Klausing
recommended that Councilmember Ihlan vote "nay" on the
request if that reflected her concerns.
Councilmember Schroeder opined that, if a problem
became apparent, the County could be requested to restage
the stop light timing at the intersection. Councilmember
Schroeder noted the existing driveways in place now; but
questioned whether an agreement existed with the tenant on
the north side related to the drive-through and potential
traffic issues on the lot.
