City Council Regular Meeting — 09/26/OS <br />DRAFT Minutes - Page 16 <br />Councilmember Schroeder questioned if the City would be <br />expected to provide on-site construction inspections or manage <br />personnel, or whether that would be done by consultants. <br />Mr. Schwartz advised that those tasks would continue to be done <br />by consultants; and the City's responsibility would be more in <br />coordinating between residents and the consulting staff. <br />Mr. Schwartz reviewed each City's respective needs, with Falcon <br />Heights needs on a smaller scale than that of Arden Hills, as <br />most of their streets had been reconstructed, requiring only minor <br />project work by Roseville staff. Mr. Schwartz noted that both <br />cities desired to improve their infrastructure records by utilizing <br />��� and having this information in their possession, rather than <br />stored at consulting engineer offices. <br />Mr. Schwartz reviewed the projected position costs, including <br />salary, benefits and using a 1.9% multiplier over the base hourly <br />rate to cover overhead and other contingencies; anticipating that <br />the City of Arden Hills would utilize .6 -.8 full-time equivalent <br />hours (FTE); and the City of Falcon Heights would utilize .l. -,2 <br />FTE, according to the preliminary job description being <br />developed. <br />Mr. Schwartz reviewed the benefits to the City of Roseville in <br />spreading engineering overhead costs across a broader base for <br />software, equipment and staffing costs; utilizing the in-place IT <br />network; capitalizing on additional special expertise of another <br />engineer for Roseville residents; and complementing and <br />providing special expertise in engineering functions; helping to <br />reduce impacts on the tax levy; and the ability to manage <br />resources over the larger program. <br />Mr. Schwartz detailed the Joint Powers Agreement specific to <br />each City; the detail and scope of services and compensation; <br />minimum annual billing established; exit strategy with variable <br />notice; and sharing of unemployment costs by the City of Arden <br />Hills if incurred. Mr. Schwartz noted that staff had built <br />flexibility into the agreements to accommodate potential loss of <br />the City of Falcon Heights, should they withdraw from the <br />
