City Council Regular Meeting — 09/26/OS <br />DRAFT Minutes - Page 20 <br />There was no further public comment. <br />— Mr. W�lsch reviewed, at Mayor Klausing's request impacts to <br />— property values; noting that in reviewing records from 2000 <br />— through 2005 for 20 properties along both sides of Lakeview <br />with smaller lots, there was no evidence of detrimental property <br />values to the neighborhood related to smaller lot sizes. <br />Councilmember Ihlan noted the disturbing trend in <br />neighborhoods in Roseville to grant variances for subdivision <br />applications; and sought to address a larger policy issue related <br />to granting variances, suggesting maintaining minimum <br />standards to prevent subdivision of larger lots. <br />Ihlan moved, Schroeder seconded, denial of the request by Mr. <br />Bochee for variances for a 70' frontage variance and a 2.5' <br />variance to the driveway setback as required. <br />Councilmember Ihlan reiterated her concerns expressed at the <br />Planning Commission level and tonight relating to subdivision <br />policies of the City; and spoke in support of the motion to deny. <br />Councilmember Schroeder spoke in support of the motion to <br />deny, given problems with the width of the driveway, <br />particularly on a flag lot; impacts on the fire hydrant and need to <br />relocate at the property owner's expense; and his lack of support <br />for flag lots in the first place, opining that they created awkward <br />living situations. <br />Mayor Klausing spoke against the motion to deny, opining that <br />odd shaped lots were often created and the City needed to show <br />flexibility in development of them now; lack of support for <br />reduced property values in the area; meeting requirements of the <br />drainage issue; and need for a first-ring suburb such as Roseville <br />to encourage people to invest in the community. Mayor <br />Klausing noted that there were already several flag lots in the <br />neighborhood, and that this request appeared consistent with <br />those previous requests. <br />Councilmember Maschka expressed his concern with the <br />proposed location of the homes; traffic and privacy issues; and <br />
