Mike Trossen, 2801 N Victoria Street Mr. Trossen requested public comment for Agenda Item 8, entitled, "Consider the Request of Rick Bochee Homes for a Variance and Subdivision at 2808 Lakeview (PF 3669). C. Terry Coleman, Roseville Firefighter Mr. Coleman followed up on firefighter pay proposals from the previous Council meeting; opining that it would only seem fair to bring firefighter pay in line with the rest of City employees; and noted that the proposed 2006 Fire Department budget as presented, included those pay raises, the full-time training supervisor position, and yet represented a 3.5% increase in budget from 2005, as originally mandated. Mr. Coleman spoke in support of the bulk of training done during shift, to allow firefighters more time with their families, rather than off-duty training. D. John Kysylyczyn, 3083 N Victoria Street Mr. Kysylyczyn opined that the 2006 Budget process ia- date was a failure; and lacked leadership. Mr. Kysylyczyn reviewed the budget process during his tenure; and complimented Councilmember Ihlan on her pursuit of additional budget discussions at each Council meeting, and encouraged her to continue requesting that discussion. Mr. Kysylyczyn referenced a September 20, 2005 article in the Roseville Review, and corrected misperceptions created in the article, fram his personal perspective. Mr. Kysylyczyn reviewed past votes of individual Councilmembers and opined their inconsistency in decision-making; questioned continued double-digit levy increases above and beyond inflation rates; and questioned the definition of "new obligations," and whether they were fairly represented. 2.
