Eureka is actively investigating possible markets for additional types of <br />recyclable material. <br />In addition to its work in creating new recycling markets, Eureka has won national awards for its work on <br />recycling education. It offers educational initiatives that no other service provider offers: <br />• Eureka uses an efficient system of bin tags to educate residents directly and personally. <br />It also records addresses of residences where there are concerns and sends a follow up post card to <br />educate residents. <br />• Eureka has educational materials in multiple languages such as Spanish and Hmong. <br />• Eureka developed the multi-family recycling tool kit to help cities improve their multi-family <br />recycling programs. <br />Educational materials are tested in focus groups to ensure their effectiveness. <br />Eureka runs the Twin Cities Free Market web site on which residents list reusable material they wish to <br />give away. The Free Market has been endorsed by Anoka, Hennepin, Ramsey and Washington <br />Counties. Eureka helped launch a similar web site for the state of �.od� Island. <br />Finally, unlike some other Proposers, Eureka is proposing a significant amount of revenue sharing with the <br />City. Recycling markets are strong and pricing is predicted to get stronger over the next five years. Using <br />conservative commodity pricing, staff calculates that the City would earn between $85,000 and $100,000 a year <br />under Eureka's revenue sharing proposal. This gives Eureka a distinct cost advantage over other Proposers. <br />IV. COUNCIL ACTION REQUESTED <br />This item is for discussion at your October 17, 2005 Study Session meeting. Staff will ask Council to approve <br />the ranked list of Proposers at your October 24, 2005 regular Council meeting.
